Governor Seyi Makinde has signed Executive Order No. 001 of 2026 aimed at regulating, registering, and coordinating associations, groups, and organizations providing security and allied services across Oyo State as part of efforts to tighten security oversight.
The Executive Order, signed at the Governor’s residence in Ibadan, forms part of the administration’s broader efforts to strengthen security oversight amid ongoing operations to secure the release of students and teachers recently abducted in Oriire Local Government Area.
Speaking shortly after signing the order, Governor Makinde said the initiative further demonstrates his administration’s commitment to the protection of lives and property across the state.
He noted that although security remains a collective responsibility, the increasing sophistication of criminal activities has made effective coordination and accountability more necessary than ever.
The Governor also disclosed that the state government, in collaboration with relevant stakeholders and security agencies, is intensifying efforts to ensure the safe rescue of the abducted victims.
Makinde, however, cautioned residents against actions capable of fueling ethnic tension, warning against ethnic profiling and unlawful confrontations under the guise of community security operations.
Earlier, the Commissioner for Justice and Attorney-General of the state, Mr. Abiodun Aikomo, explained that the Executive Order specifically targets associations and groups with a manpower strength of more than five individuals offering security-related services in any part of Oyo State.
According to Aikomo, the measure is designed to prevent unintended consequences that may arise from the activities of unregulated security groups operating within communities.
He added that all existing groups affected by the directive have been given 72 hours to notify the government for proper documentation and certification.
The signing ceremony was attended by the Deputy Governor of Oyo State, Barrister Bayo Lawal, alongside key security stakeholders in the state.
