‘New Ogun PPP, Tenancy Laws To Develop Public Infrastructure, Promote Peace’

The proposed State Public Private Partnerships Law and that of Tenancy Law of Ogun State when operational will help establish legislative frameworks to initiate and develop public infrastructure and service development strategies for the State by means of public private partnership as well as the promotion of peaceful coexistence between property owners and tenants in the State.

The Speaker of the Ogun State House of Assembly, Rt. Hon Suraju Ishola Adekunbi, said this while declaring open stakeholders’ fora on bills titled: “HB/36/OG/2018- Public Private Partnerships (PPP) Law of Ogun State, 2018”, and “HB 37/OG/2018- Tenancy Law of Ogun State, 2018”.

Represented by his Deputy, Olakunle Oluomo, the Speaker stated that the public hearing was meant to harness the views and opinions of relevant stakeholders with a view to having all encompassing legislations which would contribute to the advancement of all sectors of the State economy.

On the PPP law, Adekunbi posited that the proposed bill sought to address the myriads of social and environmental related issues, including road, water and health hazard with a view to improving on infrastructural development, while ensuring that all public assets and Infrastructure are developed for the good of the people.

Contributing to the bill, stakeholders including the representatives of the State Ministry of Justice, represented  by the Director of Legislative Drafting, Mr. Olusegun Olaotan , the State Chairman, Nigeria Society of Engineers (NSE), Engr Ahmed Apampa, and the State Commander, Traffic Compliance and Enforcement Agency (TRACE), Commdr. Seni Ogunyemi, described the bill as a laudable legislation that meant to put in place a scheme that would advise government on policies geared towards sustaining PPP scheme in the development of public infrastructure or public assets in the State.

On the Tenancy Law, Speaker Adekunbi said that the bill was meant to ensure that proper and adequate steps are taken to bridge the gap in the obligations of the landlords and tenants through the adoption of Alternative Dispute Resolution (ADR) method towards relieving the conventional courts of burden of cases relating to tenancy.

  In their remarks, other participants at the event including the Chairman, Integrity Estate Agency, Mr Lanre Amosun, representative of the Nigerian Bar Association, Barr.  Kayode Aderemi and Director of Legislative Drafting in the Ministry of Justice Mr. Olaotan commended the State Assembly for the bill which was meant to address the existing issues between landlords and tenants in the State for sustained peace and tranquility in the State.
